Bank of Montreal operates as a national commercial bank in Canada. It provides banking and financial services to individuals and institutions. The company offers personal banking products and services, including deposit and investment services, mortgages, consumer credit, business lending, credit cards and other banking services to individuals and small and mid-sized businesses; and commercial banking products and services comprising lending, deposits, treasury management, and risk management services to small business, medium-sized enterprise and mid-market banking clients. The Personal and Commercial Banking segment is comprised of two operating segments: Personal and Commercial Banking Canada and Personal and Commercial Banking U.S. The Personal and Commercial Banking Canada segment offers a full range of consumer and business products and services. It provides financial solutions for everyday banking, financing, investing, credit cards and creditor insurance, as well as a variety of commercial products and financial advisory services. The Personal and Commercial Banking U.S. segment offers a full range of products and services to individuals and small and mid-sized business customers. The company delivers services through its network of BMO Harris Bank branches, contact centre, online and mobile banking platforms. The Private Client Group segment provides wealth management business services and serves a full range of client segments, from mainstream to ultra-high net worth, as well as select institutional markets, with a broad offering of wealth management products and solutions. The BMO Capital Markets segment combines all of its businesses serving corporate, institutional and government clients. In Canada and the United States, these clients span a broad range of industry sectors. BMO Capital Markets also serves clients in the United Kingdom, Europe, Asia and Australia. It offers clients complete financial solutions, including equity and debt underwriting, corporate lending and project financing, mergers and acquisitions, advisory services, merchant banking, securitization, treasury and market risk management, debt and equity research and institutional sales and trading. The Corporate Services segment includes the corporate units that provide expertise and governance support in areas such as technology and operations, strategic planning, law, finance, internal audit, risk management, corporate communications, economics, corporate marketing, human resources and learning equity research and institutional sales and trading. The company was founded by Robert Armour, John C. Bush, Austin Cuvillier, George Garden, Horatio Gates, James Leslie, George Moffatt, John Richardson and Thomas A. Turner on June 23, 1817 and is headquartered in Montreal, Canada.

Bill Downe, President and CEO, BMO Financial Group

William Downe, President and Chief Executive Officer
William Downe is President and Chief Executive Officer of BMO Financial Group. He was appointed CEO on March 1, 2007.
Mr. Downe joined Bank of Montreal in 1983 and held a variety of senior management positions in Canada and the U.S. In 1999, he was appointed Vice-Chair, Bank of Montreal and, in 2001, he was named Deputy Chair of BMO Financial Group and Chief Executive Officer, BMO Nesbitt Burns. In 2006, he was appointed Chief Operating Officer of BMO Financial Group.
Mr. Downe is a director of ManpowerGroup and a member of their board’s Human Resources Committee. He is also on the Board of Trustees of the Rush University Medical Center and a member of their board’s Compensation and Human Resources Committee. Mr. Downe is a director of Catalyst and a member of Catalyst’s Canadian Board of Advisors. Additionally, Mr. Downe is on the board of the Canadian Council of Chief Executives (CCCE). He is a member of the Economic Club of Chicago and Past President of the Federal Reserve Board’s Federal Advisory Council.
Mr. Downe is the only Canadian member of the International Business Leaders Advisory Council of the Mayor of Beijing (IBLAC), and he is a member of the International Advisory Council of Guanghua School of Management at Peking University.
In the community, Mr. Downe sits on the board of Toronto’s St. Michael’s Hospital Foundation, and he is a member of the Campaign Executive for The Campaign for the University of Toronto. He served as Chairman of the 2009 Campaign Cabinet for United Way of Greater Toronto, and he is also past Chair of the Board of Directors of St. Michael’s Hospital.
Mr. Downe holds a Bachelor of Arts degree from Wilfrid Laurier University and a Master of Business Administration from the University of Toronto. In 2003, he received the Rotman Distinguished Business Alumni Award from the Joseph L. Rotman School of Management.
Thomas E. Flynn, Executive Vice-President and Chief Financial Officer
Tom Flynn is Executive Vice-President and Chief Financial Officer, BMO Financial Group. He was appointed to his current position in March 2011.
Mr. Flynn joined BMO Financial Group in 1992 and went on to serve in a number of roles within the BMO Capital Markets business, including Head of the Financial Services Corporate and Investment Banking Group. He was named Executive Vice-President, Finance and Treasurer in 2004 and acting Chief Financial Officer from October 2007 to March 2008. Mr. Flynn served as Executive Vice-President and Chief Risk Officer from March 2008 to March 2011.
Mr. Flynn is Chair of the Board of Holland Bloorview Kids Rehabilitation Hospital, Canada’s largest children’s rehabilitation teaching hospital.
Mr. Flynn obtained his MBA from the Ivey School of Business at the University of Western Ontario (with honours) and has his CA designation.
Surjit Rajpal, Executive Vice-President and Chief Risk Officer
Surjit Rajpal is Executive Vice-President and Chief Risk Officer, BMO Financial Group. Mr. Rajpal was appointed to his current position in March 2011. From January to March 2011, he served as Deputy Head, Enterprise Risk and Portfolio Management.
Mr. Rajpal joined BMO Financial Group in 1982 and has since held a number of positions in Capital Markets, Relationship Management, Corporate Finance, Merchant Banking, Treasury, Credit Risk Management and Project Finance. In 1995, as Senior Vice President of Global Distribution in Chicago, he set up an integrated platform for BMO and Harris for Loan Syndication, Sales and Trading. Mr. Rajpal was also responsible for establishing the distressed trading and emerging market trading desks during his time in the United States.
In 2006, he was appointed Executive Managing Director and Global Head of Loan Products and Merchant Banking and was responsible for all aspects of the loan product business including origination, structuring, syndications, sales, trading and portfolio management. As Global Head of Loan Products, Mr. Rajpal had direct responsibility for Capital Markets risk from a first-line-of-defence perspective. He was also responsible for all merchant banking activities including third-party investments and a mezzanine/equity fund.
The early part of Mr. Rajpal’s career was spent in India and Hong Kong at Bank of America where he joined the World Banking Division directly from business school.
Mr. Rajpal obtained his MBA at the Indian Institute of Management, Calcutta, and his B.Eng in Mechanical Engineering from Osmania University.
