El Paso Electric Co. engages in the generation, transmission, and distribution of electricity in west Texas and southern New Mexico. It operates nuclear, natural gas, and coal power plants and purchases power and operates wind turbines. The company was founded in 1901 and is headquartered in El Paso, TX.
Shockley has served as a member of the El Paso Electric board of directors. He is a former Vice Chairman of American Electric Power (AEP) one of the largest electric utilities in the United States. He has also served as President and Chief Operating Officer of Central and Southwest Corporation, which is now part of AEP. During his career, Shockley has held several other executive and managment positions in the utility and energy industries.
David G. Carpenter, Senior Vice President, Chief Financial Officer
David Carpenter, who has more than 30 years of experience in the electric utility industry, joined El Paso Electric in 2005 and most recently had served as Vice President of Regulatory Services, Controller and Principal Financial Officer. In that position, he was responsible for Financial Accounting, Taxation, Rates and Regulation.
Prior to joining El Paso Electric, Carpenter served as Director of Texas Regulatory Services for American Electric Power. He also held various management positions in accounting, rates and regulation with subsidiaries of Central and South West Corporation prior to its acquisition by AEP including Controller at West Texas Utilities and Assistant Controller at Central And Southwest Services. Carpenter started his career as a Financial Accountant for Houston Lighting and Power Company.
Carpenter has a Bachelor of Business Administration degree in Accounting from Texas Tech University. He also completed the Public Utility Executive Program at the University of Michigan and is a Certified Public Accountant. Carpenter is a member of the American Institute of Certified Public Accountants and the Texas Society of Certified Public Accountants.
Mary E. Kipp, Senior VP, General Counsel & Chief Compliance Officer
Mary E. Kipp, Senior Vice President, General Counsel and Chief Compliance Officer for El Paso Electric is responsible for oversight of El Paso Electric’s legal affairs and compliance with state and federal laws and regulations.
Ms. Kipp has 15 years of experience as an attorney and has spent most of her career practicing energy law. Before joining El Paso Electric, Ms. Kipp spent four years as a senior enforcement attorney in the Federal Energy Regulatory Commission’s Office of Enforcement in Washington, D.C., where she investigated and prosecuted violations of federal energy laws. Before entering government service, Ms. Kipp was an attorney at Greenberg Traurig LLP and at El Paso Natural Gas Company.
Ms. Kipp received a bachelor’s of arts degree cum laude from Williams College in Massachusetts, a juris doctor degree from the University of Texas School of Law, and is an alumnus of Exeter College, University of Oxford.
Ms. Kipp is a native of southern New Mexico. She is a member of the Energy Bar Association and serves on the board of the El Paso Opera.
Rocky Miracle, Senior Vice President, Corporate Planning and Development
Rocky Miracle, El Paso Electric Senior Vice President of Corporate Planning and Development, coordinates EPE’s strategic planning, and responsibility for the Company’s demand and energy forecasting, generation resource planning, power marketing, fuel acquisition, renewable initiatives, information technology, and corporate development.
Prior to joining El Paso Electric, Miracle served as the Director of Business Operations Support for American Electric Power’s Texas operations. Miracle began his career with the Texas Utilities Company System (TXU) in 1975. In 1990, he joined Central and South West Corporation (CSW) as Assistant Treasurer and later held positions in CSW Energy, and Regulatory Services. Following CSW’s merger with AEP, he served as a Director in Mergers and Acquisitions, and Commercial Operations. His utility experience of more than 35 years also includes corporate planning and forecasting, regulatory, fuels, power generation development and accounting.
Miracle is a native of Wills Point, Texas, the author of the nonfiction book, Mrs. Cordie’s Soldier Son (Texas A&M University Press, 2008), and also serves in the U.S. Navy Reserve.
Hector R. Puente, Senior Vice President and Chief Operations Officer
Hector R. Puente, El Paso Electric’s Senior Vice President and Chief Operations Officer, oversees the execution of all functions of the power generation, transmission and distribution, system operations, power marketing, fuels and generation planning in the El Paso Electric service territory.
Puente has been with El Paso Electric since 1980 and has served in various capacities including Senior Vice President of Operations, Vice President of Transmission and Distribution, Vice President of Distribution Operations, Vice President of Generation, Manager of Substations/Relay, Group Manager of Power Generation and Manager of Substations and Supervisor of Distribution Standards. Puente holds a Bachelor’s of Science Degree in Electrical Engineering from the University of Texas at El Paso and is a licensed professional engineer.
